I didn't hear it, either, but under federal law, there is a mandatory 10-year minimum sentence for any crime committed with a firearm.

Under the sentencing guideline in statute 18 USC Sec. 924 (c) enacted by Congress the minimum penalty imposed is 10 years on top of any other time given.

Yes. He did. The Congressional laws limit what the judge can do.
