but they screwed up the Hubble's calibration and testing/grinding control setup -> My opinion is that they tried to use "cheaper" non-classified/non-experienced/ workers for the Hubble -> and screwed up the mirror. You're close. My guess is they ground Hubble's mirror to the same specifications as they did for all Keyhole mirrors. Only problem is, Keyhole mirrors are ground to focus on the Earth about 250 miles away, while Hubble was supposed to focus at infinity.

I'm pretty sure that kind of error wouldn't squeak past even government workers.

As Captain Kirk would say: "You did not notice your error - that's two mistakes! You failed to correct your error. You are flawed!"
