I never understood why handicapped persons should be exempt from paying for parking. One town where I used to live had meters low to the ground in handicapped parking spots just for such purposes.

In places like SF and NYC, the nearest other place to park other than in the street in front of the building (which is usually only one or two spots, if any) is a parking structure which may be several blocks away. And since the ADA mandates handicap parking.... plus, the legitimately handicapped may not be *able* to walk the several blocks back to the building.
