Isn't that the same function the militia fills? (Or should be, with a little encouragement from the Feds?)

I don't know how it would work ... POTUS proposed it last night in his SOTU.
We have DA Civilians, Contractors, OGAs, NGAs, and now Civilian Reserve Corp? It sounded vague to me, but I think it could have merit. For example, retired doctors willing to work in a forward area could be a great help.

So I guess those who are retired military or just want to help are SOL.
I'd sign up for my old USAF speciality. Too old for front line stuff, but can work as repair/tech type.
Plus they have way cooool new toys nowadays.

Since I'm old, I'll keep my weapons handy and stand at home ready to fight off any approaching enemy.

Here's my story. After September 11th, I joined the Navy Reserves. I have a background in economics and computer programming. I became an intelligence specialist.
My experience was mixed. Some of the assignments were really interesting and I meant a lot of great people.
Unforutnately, I had problems with a lot of the military stuff. I couldn't shoot. I couldn't march. As much as I'd try, I'd rarely do well with uniform inspections. Doing research for intelligence reports fascinated me. Getting my neckerchief tied just right bored me.
I admire the sailors who could master every detail of marching and protocol and uniforms. They had a skill I lacked. (People describe me as smart but a bit absent-minded at times.)
The strange thing is that the few times I was able to use the skills I had, they really liked the work I did. When I did a two-week assignment at an overseas military base, for example, they asked me to write brief summaries of long reports. They liked the work so much they requested that I take an extended assignment.
In general, however, my time was spent on general military duties. I saw the necessity of endless uniform inspections and discussions on protocol, but it did not interest me. After I fulfilled my active commitment, I went on inactive ready reserve, where I am now.
I'm just one of those people who was not a good fit for the military. However, if the military could use my skills in a different way, I would certainly be interested.

This sounds a bit like the British "Home Guard" of WW-II. Upon which "Dad's Army" bas based...
I tried to go back in the Navy after 911, but they wouldn't have me. I'm too old now. Even Halliburton passed on my application.
I'm 41, healthy, and I have a fairly broad skill set in my trade. If there were a Civilian Reserve Corps, I'd be extremely interested in it.

More like the issuance of letters of marque and reprisal.
