Sure, that could be done. However, you would have to establish a entirely new infrastructure of exploration, production, transportation, refinement and distribution.

By the time you are done gas would cost $20.00 a gallon.

With today's petrochemical infrastructure it would be impossible to not have Middle Eastern or foreign oil in everyone's gas tank.
