Nice thought but if you could do that, Japan could have declared Rockafeller Plaza sovereign territory in the 1990's.

I think you might have been responding to me in #19.

But, Japan did not own the plaza, Japanese business did. And the Pope is the head of state for Vatican City and his bishops and priests are ambassadors of the church.

Semantics perhaps, but it sure would shake things up a bit.

Like I said - just a thought.
