The rules of engagement were supposed to change. Seems to me that they have, what with raiding hospitals, grabbing Mookie's aides, and whatever was going down with those US choppers buzzing around Mookie's HQ.

We'll have to wait and see --- how many US soldiers end up in prison for being mean to Iraqis.
