Having the right to do something doesn't mean one should automatically do it. With rights come responsibility. People want the former but don't want to exercise the latter.

Patriotic citizens will take into account the consequences of exercising their right to criticize. Unpatriotic citizens don't care about the consequences, especially to others. They just want to open their yaps up and grab some attention.
