Sure it can't reach most of the planes,but it sure can lock on & hit the various PGMs that come their way-like the laser or satellite guided bombs,drones or cruise/anti-radar missiles.If Iran has the S-300 long-range system,that's a threat to the planes.The S-300 & the Tor serve 2 different & interdependent purposes.
