I aggree about a suspension or something for the agents but not shooting at suspects when they are running is commonsense I think. There could be a number of reasons why someone is running from the cops and I admit they are all wrong. But to possibly get the death penalty dealt to you for freaking out because maybe you commit a petty crime is crazy.
If our school system and culture wasn't encouraging the darkside of people with it's evolution teaching and such, we wouldn't have nearly the crime we have today. The police have such a hard job, but allowing them to shoot a fleeing unarmed suspect doesn't make it any easier.

Surely, you don't really believe this. We might argue whether or not it is right to make their job "easier". But, there is NO QUESTION, that allowing them to shoot at fleeing suspects does.

When people KNOW they may be shot just for running, they will be far less likely to run. If you want effective enforcement, this is a great first step.
