They can cut off funds if they want but there's enough in the war chest for now that will last till at least the end of the year. The $100 billion supplemental that President Bush will request doesn't have a time table to use and probably would last through '08 if approved.

Not only that...the Pentagon can re-arrange funding in other areas....

Everyone thinks that congress just cut off funds for Vietnam and the war suddenly ended but the reality is that they were cutting off funds for a while. President Ford had made a conscience decision not to rearrange funding to keep Vietnam going. The Pentagon has billions to shuffle around but what ends up happening is they end up robbing Peter to pay Paul.

There is a lot they can do to find money. They can slow down production of the F-22 and Joint Strike Fighter for starters. They will hit TDY funding first, followed by no PCS moves unless absolutely necessary, freeze training funds that are not required for mission essential readiness, slow down modifications that are not absolutely essential, lengthen the time between depot maintenance so when the money is there a surge will occur at the depots, and a host of other items. Been there in the past when funding was needed for other things. The services will find a way to support the surge IMHO and the DemocRATs and a few Republicans in Congress can take it and shove it IMO!

The military will make sure our men and women have the funds even if Congress doesn't.
