Why are they sending the kids home? Last I heard, no one is supposed to go outside?Likely because the initial cloud of the released chemical has dissipated, but they are being cautious because the leaking (or appears to now be formerly leaking) tanker truck is still being hosed down. The initial threat is over, but better to get the kids out of there in case something goes wrong and there is a later problem with that truck. That would be my guess on why any school might be let out versus a shelter in place.
Note how the tape of the initial release cloud (which appears to have been blown away and can't be seen now) showed that it was already gone from the tank truck at the plant, the cloud appeared to have drifted away from the plant (and that was a half hour ago.)
