Authorities discovered two 55-gallon containers in the back of a truck operated by an Iraqi man who was stopped before entering the Port of Miami-Dade on Sunday.
Miami-Dade police detained the man, who appeared nervous and would not make eye contact during questioning, authorities said. The man said he was alone but did not the proper paperwork to enter the port to make his delivery.
He said he was alone, but it turned that there were two other Middle Eastern men in the back of the truck. Also, the driver's manifest indicated he was carrying auto parts, but nothing of that kind was found in the truck, authorities said.
FBI spokeswoman Judy Orihuela said an Iraqi truck driver trying to get into the port was in custody after the cargo in his semi did not match what was declared on its manifest and he lied about being alone.
Federal sources said the manifest described the cargo was auto parts, but that is not what was found. Instead, authorities found two 55-gallon containers in the back of the truck.
Miami-Dade fire's hazmat unit was examining those containers.
Authorities also found a second Iraqi national and a Lebanese national hiding inside the 18-wheeler, the official said.
''Right now, we're trying to figure out what these men were trying to do,'' said Judy Orihuela, the FBI spokeswoman. A press conference will be held later today at the port.
The men may face state charges.
She said the incident began when the Iraqi driver tried to make a delivery at the port and was told he needed a day pass.
During the questioning, inconsistencies surfaced as to the cargo in the blue and white semi. The two men hiding were found during a search of the truck, she said.
Orihuela said the men appear to be in the U.S. legally and have resident status. They are not on any watchlist.
The incident prompted a brief shut-down of the port as members of several federal, local and state law enforcement agencies converged on the busy facility.
Sunday is a busy day for cruise ship travel at the port. Cruise line officials said embarkation of some ships may encounter brief delays.
''If this causes a sligh delay it won't be anything significant,'' said Royal Caribbean spokesman Michael Sheehan. The cruise line's Freedom of the Seas was among the ships slated to go out this afternoon. Authorities in Washington, D.C. have been notified of the incident, Orihuela said.

Being away from my base of operations and cut off from my supplies (including weapons and ammo) is a cause for concern. Sure I could carry a B.O.B. and a basic load of ammo for a 45 or two, but that would not lend itself to protracted survival in the aftermath of another 911.
No shelter, food & water, or friends....that puts us in the status of refugee. Therefore doomed.
I maintain that we should restock our hurricane supplies early and shelter in place. Even a WMD attack won't necessarily impact us even indirectly. Unless it's really big and then it won't matter.

The Way I look at it,it looks like they are supplying our Enemies in Irag with either Pre-Made Car Bombs in Late Model cars (too Avoid Detection)or other weapons of some kind.All out of the PortofMiami.
