The aerial views aren't wide enough to be able to see police/FBI/DHS activity in the way of roadblocks or flashing lights. I imagine they are not going near that truck until they get all the info they can out of the 3 men.

at the port's delivery entrance, At the ~delivery~ entrance? That suggests that the container (and the two other guys) came to the port on the truck. I was assuming that the container was offloaded from a ship and picked up by the truck. But this is a different sort of story.
I don't suppose that there's much point in smuggling people or stuff ~out~ of the U.S. so there must be something else going on here.

The news said that the cruise ships were docked and going about business as usual. I can't imagine if they were really concerned about the contents of the truck that this would be the case.

Yes, he said they "initially seem to all be here legally."
This means that although their papers seem to be ok, they are being checked for forgery and fraudulent ID.

Actually, all of the hijackers were here legally, at least at first, on student visas. Some of the visas had expired but they originally had legally entered.
