I fear there could be a plan to paint Jo-Ann as the vicious, uncontrollable dog when, in fact, she is anything but.

You should state and quote the leash laws for your locale in the note, to let your opponent understand that you have done your homework, and will kick their fanny if it comes to that.

Small dogs are some of the most vicious I've ever seen. The one time we went to a dog park to wear our Labs out before a long drive up to Tahoe, there was NO ONE on the large dog side to play with, so we got the permission of the small dog owners for our fellahs to play with the small dogs (our guys love everybody almost to a pacifist fault).
This Pomerian immediately comes up to Frank and starts *nipping at his legs*! Frank's completely confused and starts running-- he knows he'll be in trouble if he fights back-- the vicious little lintball keeps it up. Long story short, no harm done, but just confirmed my low opinion of small dogs. You ask me, dogs that small are Dr. Moreau-style bad-tempered weasels.
