Your terming of ABVP as a fundamentalist organisation itself reveals your political identity as being a supporter of either the commie parties or the left-leaning, muslim-appeser Congress party in India! and ABVP is a youth wing of BJP, a major political party in India. They are not a terrorist organisation and they have not been put on any such notice by Indian or US security agencies. So if you planning to make a complaint against this person solely based on his membership of this organisation, then forget it.
But if you really have information/proof about his crime, reporting to local cops or INS is the right step.

Hi, I am neither a commie, nor someone receiving payment from commies as you claim! I am a low caste Indian student who had attended school with this guy. ABVP is Akhila Bharatiya Vidyardhi Parishad- a student wing of Hindu fundamentalist party BJP that has a long record of harassing Indian low caste hindus that convert to Christianity.
And regarding the prrof of his crime, yes I do have proof of his crime and conviction. He was convicted of this murder in 1994 and was serving in Musheerabad central Jail in Secunderabad,India. A local BJP MLA has got him out of prison through his political connections in the corrupt Indian system.

I have dealt with this organization in my engineering days. I was running against one of the ABVP guys in college elections.
Yes they were loosely linked to BJP but extremely crude, obscene, violent and power hungry. Gave BJP a bad name.
If there is proof, go ahead and report to the INS as well as to the local law enforcement authorities. If true, ensure that he gets jail time here before he is extradited to India.
