Uhhhhh, it's the other way around.
You should be praying that the Dems don't give into President Bush who won't use his veto pen.
On this 'treaty' Congress can take no action until AFTER the President (Bush) signs it. Then Congress may (not required) approve or disapprove or do nothing.
And this 'treaty' originated in the Executive branch.
