The United States of America has some of the smartest leaders in government, military, and business in the world. Yet the American government has failed to collectively use this formidable brain-power 5+ years after the attack by Jihadists on the American homeland to develop a truly strategic plan to fight the global threat of Jihad and Islamist extremism. In one of the most complex wars in American history, rather than starting with holistic, big-picture thinking towards the challenges and prioritizing resources and actions accordingly, America has spent much of the past five years after 9/11 in reactive and bureaucratic churning.

LIBYA RELEASES AL QAIDA INSURGENTS

CAIRO [MENL] -- Libya has released 60 Al Qaida-aligned insurgents in a gesture of reconciliation to the Islamic opposition.

Islamic sources said Libya has released 60 members of the Islamic Fighting Group, listed by the State Department as linked to Al Qaida. The sources said most of the insurgents had been sentenced in connection to the Islamic war against the regime of Col. Moammar Khaddafy in the 1990s.

"Those released were hard-core insurgents as well as facilitators," an Islamic source said. "The release came in batches over the last few weeks."

The sources said the insurgents had been imprisoned in a facility in Tripoli. They said the release was connected to Id Al Adha, when Muslim states normally release inmates.

Yemen says al-Qaeda fugitive killed in clash

An al-Qaeda fugitive who escaped from a Yemeni jail along with other militants last year was killed in a shootout with government forces, a security official said on Monday.

The official said security forces shot dead Yasser al-Homeiqani in southern Yemen on Sunday. Two officers were wounded in the clash, he said. (Reuters)

ARTICLE SNIPPET: "Under Hizbullah guidance, Palestinian terror groups in the West Bank have recently obtained high-grade explosives that have significantly improved the effectiveness of roadside improvised explosive devices (IED) used against IDF patrols, senior defense officials told The Jerusalem Post on Monday.

According to the officials, the Palestinians, adopting Hizbullah tactics, have also improved the way they camouflage and hide the explosive devices on the sides of roads patrolled by IDF jeeps. While some of the explosives used in the bombs were smuggled into the West Bank - from the Sinai Desert - the Palestinians also used homemade explosives that were less effective but still lethal."

Milwaukee Authorities Search For Crate Of Radioactive Material (Wisconsin)

MILWAUKEE -- Milwaukee authorities said that a container with radioactive material is missing.

The Sheriff's Department said that the material is in a shipping box that a courier reported missing on Sunday. The radioactive material is low-grade and used for medical testing.

Deputies said that there's such a small quantity that the material can't be used for anything other than medical purposes. Authorities said that the material could cause burns if it comes into contact with skin and can be poisonous if ingested.

Department spokeswoman Kim Brooks said that the container is a shipping crate with large warning labels. Deputies are asking anyone who finds it to contact authorities immediately.

An IDF force arrested a wanted Palestinian in Bethlehem early Tuesday morning; nine pipe bombs were uncovered by the soldiers in the building the woman was arrested in.

Troops also confiscated two assault rifles, three ammunition clips, knives and a large amount of ammunition from the building. The explosives were detonated in a controlled manner by sappers. (Efrat Weiss)

ARTICLE SNIPPET: "Officials in Japan have confirmed that a recent outbreak of bird flu at a poultry farm was the deadly H5N1 strain of the virus."

Almost 4,000 chickens died at a farm in Miyazaki on the southern island of Kyushu last week, and the remaining 8,000 birds were culled on Sunday.

Tests confirmed the presence of H5N1, an Agriculture Ministry statement said.

There were a number of H5N1 outbreaks in Japan in early 2004, but there have been no human deaths from the virus.

"The examination conducted at the National Institute of Animal Health confirmed that the bird flu virus detected in Miyazaki prefecture was the H5N1 strain," the ministry statement said.

The government has banned the shipment of eggs and chickens from farms within a 6 mile (10km) radius of the outbreak.

Health officials across Asia are on alert as a growing number of countries have reported cases in both birds and humans in recent weeks."
