:::FreeRepublic's Threat Matrix:::
Fighting Jihad: Strategic Thinking Needed
-Full Story-

The United States of America has some of the smartest leaders in government, military, and business in the world. Yet the American government has failed to collectively use this formidable brain-power 5+ years after the attack by Jihadists on the American homeland to develop a truly strategic plan to fight the global threat of Jihad and Islamist extremism. In one of the most complex wars in American history, rather than starting with holistic, big-picture thinking towards the challenges and prioritizing resources and actions accordingly, America has spent much of the past five years after 9/11 in reactive and bureaucratic churning.

Iranian VP in 'dancing women' controversy:

An editor and manager of the Iranews.org website have been arrested, after the site posted a video of the Iranian Vice President, Esfandiar Rahim-Mashaee, "taking part in a ceremony in Turkey where unveiled women were dancing," Radio Free Europe/Radio Liberty reported last week.
According to an employee of Iranews.org , the two employees under arrest were invited to meet with Vice President Rahim-Mashaee after their website posted the video. "But Mr. Mashaee did not come and some unknown people arrested" the employees, the report said, adding that "under Iran's Islamic laws men are not allowed to watch women dance and sing."

Meanwhile, the DPA news agency reported that Mashaee has "come under fire" over the video, "which shows him watching and applauding women dancing during a ceremony in Istanbul."

Quoting Iranian media sources, the DPA said the Iranian vice president dismissed the video as "a smear campaign."

"I am charged to have attended a private party although it was an official cultural ceremony in Istanbul attended by the city's mayor and the secretary general of the Organisation of the Islamic Conference," Mashaee added.

'Suddenly I was faced with a dance'

Mashaee, who is also Head of Cultural Heritage, accused Iranian members of parliament opposed to Mahmoud Ahmadinejad's government of being behind the video, in a complaint to the Tehran Public Prosecution Officers, the Iran Mania website said .

In his complaint, Mashaee said he did not know women would be dancing during the ceremony. "I was not aware of the content of the program while it was being presented. I was suddenly faced with a dance. In a critical way, I mentioned the topic to Mr. Ebrahim Oglu, the secretary-general of the Organization of Islamic Conference. He pretended that this was not a serious problem, and I think he said that this is an Erfani (mystical) dance."

And on that note...

ARTIST: The Hollies
TITLE: Stop, Stop, Stop
See the girl with cymbals on her fingers
Entering through the door
Ruby glistening from her navel
Shimmering around the floor

Bells on feet go ting-a-ling-a-linging
Going through my head
Sweat is falling just-a like-a tear drops
Running from her head

Now she dancing, going through the movements
Swaying to and fro
Body moving, bringing back a memory
Thoughts of long ago

Blood is rushing, temperature is rising
Sweating from my brow
Like a snake, her body fascinates me
I can't look away now

{Refrain}

Stop, stop, stop all the dancing
Give me time to breathe
Stop, stop, stop all the dancing
Or I'll have to leave

Now she's moving all around the tables
Luring all in sight
But I know that she cannot see me
Hidden by the light

Closer, closer she is getting nearer
Soon she'll be in reach
As I enter into a spotlight
She stands lost for speech

{Refrain}

Now I hold her, people are staring
Don't know what to think
And we struggle, knocking over tables
Spilling all the drinks

Can't they understand that I want her
Happens every week
Heavy hand upon my collar
Throws me in the street

{Refrain}

DEP worker accused of tampering with NYC's water

DEP worker accused of tampering with NYC's waterEyewitness News
Exclusive
By Jim Hoffer http://abclocal.go.com/wabc/story?
section=local&id=4910139
(New York - WABC, January 5, 2007) - A worker with the New York
Department of Environmental Protection is under investigation for
allegedly tampering with equipment that chlorinates a reservoir
serving more than eight million New Yorkers.

Police sources tell us that the city's Department of Investigation
used a surveillance camera to catch the DEP worker. He was initially
suspended for a month, but now he's back at a desk job pending the
outcome of an internal investigation. Some officers who protect the
city's water supply say that's an outrage.
There is no more important reservoir in New York because it provides
water to nearly 9 million city residents. And it's inside the
reservoir's water treatment building that DEP police sources tell us
a worker was caught tampering with chlorination equipment.

"The brass of the DEP police were looking to squash it and not have
it really be known," a DEP officer said.

And the public may have never known if not for these DEP officers,
who asked that we not reveal their identities for fear of being
fired.

These officers claim a serious security breach occurred several
months ago when they say a disgruntled worker tampered with the
water chlorinating equipment. Their claim is backed up by an
internal e-mail from the DEP police chief alerting certain officers
of "incidents of suspected tampering of the chlorine cylinders."

"Chlorine on its own is a deadly gas, it is one of the deadliest
gases out there, so just in terms of chlorine leak would be a danger
to residents, chlorine is also used to purify New York's water
supply," a DEP officer said.

The DEP in a statement to Eyewitness News says, "The employee in
question was immediately removed from any contact with water supply
facilities, suspended for 30 days, and assigned to administrative
duties pending completion of an internal investigation."

State Senator Jeffrey Klein (D-The Bronx): "I feel that person
should be fired immediately."

This state senator led the push for tougher water security measures.
He says if what the DEP police sources say is true, then the law has
been broken.

Hoffer: "Is that a crime?"
Sen. Klein: "Absolutely, this is someone who clearly through their
job had access to chlorine and things that treat our water and that
person breached their public trust."

The DEP is currently on probation for past environmental crimes. A
court-appointed monitor has federal oversight to ensure no other
laws are broken, perhaps a reason for the agency to down play this
alleged tampering incident.

"I hope for their sake this is not something that breaches their
agreement with the EPA through the federal mandate but at the same
time this is a signal that they have to do a better job," State
Senator Klein said.

The Department of Investigation shared their findings with federal
prosecutors, but that office has declined to comment.

The DEP says it is continuing its investigation into the incident
and when completed will determine any disciplinary action.

Sitting here reading your posts and turning on the security light and watching the wind whipping the snow sideways and creating monumentally sized drifts (no snowplowing the driveway until morning here).

Then I talk to people on the phone back East and they have no snow at all - only rain. All I can say about that (at this point) is brrrrrrrrrrrr.

U.S. Embassy Kyiv issued the following warden message on January 5:

On December 28, 2006, a citizen of Gambia was stabbed to death in the Solomenskiy District of Kyiv. This incident is the latest in a string of murders of foreigners in Kyiv in 2006 in which the victim's race and/or skin color appears to have been a primary motivation. Although none of these murders has involved United States citizens, there have been several non-lethal assaults in Ukraine in recent years against U.S. citizens which were determined to be racially motivated. The U.S. Embassy in Kyiv would like to remind American citizens resident in Ukraine of the following information contained in the Consular Information Sheet for Ukraine, available on-line at http://travel.state.gov/travel/cis_pa_tw/cis/cis_1053.html

While most travelers do not encounter problems with crime in Ukraine, there has been an increase in the number of racially-motivated attacks conducted by "skinheads" in Kyiv. These incidents, in which non-Caucasian foreigners are specifically targeted for violence, have occurred without provocation in prominent areas of downtown Kyiv that are commonly frequented by tourists. While the majority of people targeted have been of Asian, African or other non-European descent, all travelers should exercise caution. In addition to incidents of assault, persons of African or Asian heritage may be subject to various types of harassment, such as being stopped on the street by both civilians and law enforcement officials.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to "A Safe Trip Abroad" found at http://travel.state.gov.

American citizens are encouraged to report any security incidents or problems to the Embassy. American Citizens Services unit can be reached during working hours by calling at (38-044) 490-4445 or 490-4422. The Embassy's duty officer can be reached after hours at (38-044) 490-4000 or by contacting (38-050) 311-1796.

PUBLIC ANNOUNCEMENT

U.S. DEPARTMENT OF STATE
Office of the Spokesman
This information is current as of today, Sat Jan 06 2007 02:36:41 GMT-0800.

East Africa

January 04, 2007

This public announcement is being re-issued to remind Americans of the continuing potential for terrorist actions against U.S. citizens in East Africa, particularly along the East African coast, to alert Americans to possible continuing sporadic violence in Somalia, and to note a number of incidents of maritime piracy near the horn of Africa and the southern Red Sea near Yemen. This supersedes the Public Announcement of May 5, 2006, and expires on May 4, 2007.

A number of Al-Qaida operatives and other extremists are believed to be operating in and around East Africa. As a result of the conflict in Somalia, some of these individuals may seek to relocate elsewhere in the region. Americans considering travel to the region and those already there should review their plans carefully, remain vigilant with regard to their personal security, and exercise caution. Terrorist actions may include suicide operations, bombings, kidnappings or targeting maritime vessels. Terrorists do not distinguish between official and civilian targets. Increased security at official U.S. facilities has led terrorists to seek softer targets such as hotels, beach resorts, prominent public places, and landmarks. In particular, terrorists may target civil aviation and seaports. Americans in remote areas or border regions where military or police authority is limited or non-existent could also become targets.

Americans considering seaborne travel near the Horn of Africa or in the southern Red Sea should exercise extreme caution, as there have been several incidents of armed attacks, robberies, and kidnappings for ransom at sea by pirates during the past several years. In early 2006, a number of merchant vessels were hijacked in Somali territorial waters, while others were hijacked as far as 200 nautical miles off the coast of Somalia in international waters.

The U.S. Government maritime authorities advise mariners to avoid the port of Mogadishu, and to remain at least 200 nautical miles off the coast of Somalia. In addition, when transiting around the Horn of Africa or in the Red Sea near Yemen, it is strongly recommended that vessels travel in convoys, and maintain good communications contact at all times.

Americans living or traveling in East Africa are encouraged to register with the nearest U.S. Embassy or consulate through the State Department’s travel registration website, https://travelregistration.state.gov. Americans without internet access may register directly with the nearest U.S. Embassy or Consulate. By registering, American citizens make it easier for the Embassy or Consulate to contact them in case of emergency.

U.S. citizens planning to travel to East Africa should consult the Department of State's country-specific Public Announcements, Travel Warnings, Consular Information Sheets, the Worldwide Caution Public Announcement and other information, available at http://travel.state.gov. Up-to-date information on security conditions can also be obtained by calling 1-888-407-4747 in the U.S. and Canada, or for callers outside the U.S. and Canada, a regular toll line at 1-202-501-4444.
