:::FreeRepublic's Threat Matrix:::
Fighting Jihad: Strategic Thinking Needed
-Full Story-

The United States of America has some of the smartest leaders in government, military, and business in the world. Yet the American government has failed to collectively use this formidable brain-power 5+ years after the attack by Jihadists on the American homeland to develop a truly strategic plan to fight the global threat of Jihad and Islamist extremism. In one of the most complex wars in American history, rather than starting with holistic, big-picture thinking towards the challenges and prioritizing resources and actions accordingly, America has spent much of the past five years after 9/11 in reactive and bureaucratic churning.

Terrorist base found in Tajikistan

DUSHANBE, January 29 (Itar-Tass)

Police have found an underground bunker on an outskirt of the city of Isfar in the north of Tajikistan.

The chief of the Sogdiisky district’s Interior Department, police Lieutenant-General Abdurakhim Kakhkharov, told reporters on Monday that there was information suggesting that bunker was a base of a terrorist group called the Islamic Movement of Uzbekistan.

The 30 square meter room showed signs of being habituated - food, clothes, kitchen utensils and two hand grenades.

The general said that it was a second bunker uncovered by police over the past six months on the territory of the border Isfar district.

Extremist literature, sound and video tapings with calls for a jihad, guides for bomb manufacture, technical specifications for the Kalashnikov assault rifle and other arms, and a map of the region were found in the first bunker.

Thirty Tajik citizens were detained in special police operations last year on suspicion of belonging to terrorist groups.

Several others were put on an international wanted list.

"Dargai and AQAM
More on the Dargai suicide attack, and the role of AQAM"

ARTICLE SNIPPET: "Taliban. "Pakistani Taliban." Neo-Taliban. Tehrik-e-Nifaz-e-Shariat- e-Mohammadi. Al-Qaeda. Lashkar-e-Taiba. The Islamic Movement of Uzbekistan... The distinctions between the groups in Pakistan are becoming meaningless. They share the same ideology, goals, training camps, tactics and recruiting bases. Their command structures often intermesh.

Some in the American military intelligence community refer to these groups as AQAM - Al-Qaeda and Allied Movements. This is analogous to what the Indians call the International Islamic Front - the umbrella group of jihadi movements banded together by Osama bin Laden in the 1998 fatwa declaring war on the West. The International Islamic Front includes groups such as Egyptian Islamic Jihad, the Jihad Movement in Bangladesh, and Harakat ul-Mujahidin. Several other groups remained unnamed to provide cover for their activities."

"Media Company Taking Responsibility For 'Hoax Devices'"

"Crews Respond To Bridges, Hospital"

Jamy Pombo, Senior News Editor
POSTED: 2:08 pm EST January 31, 2007
UPDATED: 5:05 pm EST January 31, 2007

BOSTON -- Turner Broadcasting plans to take responsibility for the "hoax devices" that were found at several locations in and around Boston Wednesday that forced police bomb units to scramble throughout the area.
The incidents were part of a marketing campaign that involved a character from the cartoon show "Aqua Teen Hunger Force."

"The 'packages' in question are magnetic lights that pose no danger. They are part of an outdoor marketing campaign in 10 cities in support of Adult Swim's animated television show 'Aqua Teen Hunger Force,'" Turner Broadcasting said in a statement.

The company said that they have been in place for two to three weeks in Boston, New York, Los Angeles, Chicago, Atlanta, Seattle, Portland, Austin, San Francisco and Philadelphia.

Turner Broadcasting is in contact with local and federal law enforcement on the exact location of the billboards, according to the statement, and regrets that they were mistakenly thought to pose any danger."

Man Accused of Trying to Buy Batteries for Missile System
Last Update: 1/31/2007 4:19:21 PM

SAN ANTONIO (AP) - An Oregon man was arrested trying to buy batteries that power Hawk surface-to-air missile systems for export to Iran, according to U.S. immigration officials.

Robert Caldwell, 56, was trying to buy the batteries for shipment to Iran, the San Antonio Express-News reported Wednesday, citing court documents. He was arrested on a charge of conspiring to export without a license items regulated by State Department arms regulations.

U.S. Immigration and Customs Enforcement agents allege in an affidavit that Caldwell, who is from Portland and owns an export brokerage company, was a middleman in a scheme to smuggle Hawk missile parts to Iran.

Caldwell told agents he was led to believe the batteries had other applications than powering the missile system and that they were for a navigational system. He did acknowledge to them, however, that the batteries still require a license for export outside the United States, the affidavit said.

"Caldwell told (special agents) that he knew it was illegal to do this, but did not know the consequences," the affidavit said.

His lawyer, Van Hilley, said Caldwell had never been arrested before and that he would seek to have Caldwell released from jail.

His arrest followed that of another man last year, who tried to buy batteries for export to Iran, the affidavit said. That initial arrest led authorities to Caldwell, and the investigation continues.

The Hawk missile system was developed in the 1950s for U.S. forces and has largely been replaced by newer, more advanced systems, according to the U.S. Army's Web site. Other countries, however, also purchased the systems from manufacturers.

"Pakistani student convicted in firearms case in the US"

ARTICLE SNIPPET: "Houston, Jan 31: A Pakistani student, one of four men accused of attempting to aid Taliban militants, has been convicted in a firearms case in the US.

Shiraz Syed Qazi was yesterday found guilty of unlawful possession of a firearm in a 15-minute trial conducted by US district court judge Lee Rosenthal. The accused had waived his right to a jury trial.

A recently-established federal law makes it illegal for non-immigrant student visa holders like Qazi to possess firearms.

Qazi's three associates, Adnan Mirza, Kobie Williams and Syed Maaz Shah are accused of material support of terrorism by training to fight with the Taliban against US-led forces."

Helicopters Attack Insurgents Placing Roadside Bomb in Iraq

American Forces Press Service

WASHINGTON, Jan. 31, 2007 – Helicopters from Multinational Division Baghdad engaged insurgents preparing to emplace a roadside bomb south of the Iraqi capital today. Elsewhere in Iraq, U.S. and coalition troops found several weapons caches in recent days.
Around 11:50 p.m. yesterday, U.S. air assets positively identified four insurgents digging on the shoulder of a road in Mahmudiyah and emplacing an improvised explosive device. Helicopters engaged the four-man insurgent team, killing two.

In other news, Iraqi and U.S. troops have found several weapons caches in recent days.

Iraqi troops and U.S. soldiers from Multinational Division Baghdad found a large military-equipment cache near an eastern Baghdad warehouse Jan. 29. Troops with the 2nd Brigade, 6th Iraqi Army Division, and the U.S. Army’s 2nd Brigade Combat Team, 2nd Infantry Division, discovered the cache, which included 200 pairs of military boots, 150 helmets, 150 flak vests, 75 armor plates, an improvised explosive device initiator, U.S. military field rations, and a variety of uniforms, including U.S. uniforms.

“There was enough gear in there to outfit a battalion," said Army Capt. James Ojeda, a fire support trainer with the brigade's Military Transition Team.

A few of the items were already being sold on the open market, Ojeda said, but most were still in the warehouse. The items in the market were discovered by chance when a brigade senior noncommissioned officer spotted them while returning from a combat logistics patrol. The items in the market were seized on the spot, and this led to the cordon-and-search mission, which uncovered the cache.

Ojeda gave high marks to the Iraqi troops, for both this mission and their overall performance. "They're performing well," he said. "The vast majority of missions we do are planned and executed by them, with our support."

He said this situation is different than that during his last Iraq deployment. "If you look at it compared to 2004, ... it's a huge difference," he said. "We had to hold their hand then. Now they're executing missions."

The equipment was seized to prevent uniforms and equipment from falling into insurgent hands.

In a separate mission that day, soldiers from 1st Battalion, 1st Brigade, 5th Iraqi Army Division, discovered a weapons cache consisting of 34 mortar rounds east of As Sadiya.

Iraqi security forces were conducting a patrol near Sachooch Village when the discovery was made. They were in the village after local leaders asked for increased presence by Iraqi security forces. Local officials told Iraqi military leaders of concerns about sectarian attacks and of their desire to live together as they have for centuries.

"The people have a desire to live in peace, and they have enough confidence in the (Iraqi forces) to provide assessments of areas being affected by the terrorists. The people do not want the terrorists disrupting their lives," said Army Col. David W. Sutherland, 3rd Brigade Combat Team, 1st Cavalry Division, commander and senior coalition officer in Diyala province.

Elsewhere in Iraq, Iraqi soldiers from 2nd Brigade, 5th Iraqi Army Division, and U.S. soldiers from 1-12 Combined Arms Battalion, 3rd Brigade Combat Team, 1st Cavalry Division, discovered an improvised-explosive-device cache east of Baqubah on Jan. 28. The cache consisted of electrical blasting caps, electrical connectors, a remote firing system, and four bundles of explosives.

"These resources would have been used by the terrorists to continue to wage their war against the people of Diyala," Sutherland said.

Also that day, soldiers from 1st Brigade, 5th Iraqi Army Division and 5th Squadron, 73rd Cavalry Regiment, discovered 1,500 rounds of heavy machine gun ammunition while conducting operations in the Turki village area.

Earlier this week, Iraqi soldiers detained eight suspected terrorists Jan. 28 at the Karch oil facility, just northeast of Lutifiyah. After responding to small-arms fire near the oil facility, troops from 1st Battalion, 4th Brigade, 6th Iraqi Army Division, conducted a search. They discovered and detained eight Iraqi men with illegal weapons. One Iraqi soldier was slightly wounded in the incident.

(Compiled from Multinational Corps Iraq news releases.)
