'93 blast accused detained in Washington

Feroze Abdul Rashid, an accused in the 1993 serial bomb blasts in Mumbai, has been detained by the US authorities in Washington, a CBI official said today.

The CBI has charged him with participating in operations to land arms and ammunitions on the Dighi coast in Raigad district of Maharashtra on January 9, 1993.

Interpol got in touch with authorities in the US after he was shown by the CBI as an accused wanted in India, the official said.

Iraqi National – WNA / Baghdad Office/ Anbar rescue Council announced today, Thursday, the killing of five members of the al-Qaeda network of Anbar governorate west of Iraq.
The leader of the Council, Sheikh Hamid Farhan said that the local council forces killed five terrorists among them a Yamani nationality prince in the area of Heet in western Iraq.
Farhan assured that "Council forces tightened her grip on the West Coast" which is facing continued tension on the part of armed groups that operate in that region.
The Council of the province of Anbar is supported by the Iraqi government and American forces in the region.

"Troops to fight Rio's gang crime"


ARTICLE SNIPPET: "The governor of the Brazilian state of Rio de Janeiro has requested the deployment of a national security force in a bid to curb soaring gang violence.
The move follows a wave of gang attacks on buses and police stations there in December which left 19 people dead.

Governor Sergio Cabral said military police would arrive soon. He has also asked for federal troops.

The authorities are under great pressure to improve public safety in the run-up to next month's Carnival.

The new measures were announced after a meeting between Mr Cabral and the country's senior security official, Luiz Fernando Correa, as well as representatives of the armed forces.

Mr Cabral, who took office on 1 January, said that it was time for joint action against the violence.

"Once the public authority organises itself, no criminal can win," he said."

East Africa

January 4, 2007

This public announcement is being re-issued to remind Americans of the continuing potential for terrorist actions against U.S. citizens in East Africa, particularly along the East African coast, to alert Americans to possible continuing sporadic violence in Somalia, and to note a number of incidents of maritime piracy near the horn of Africa and the southern Red Sea near Yemen. This supersedes the Public Announcement of May 5, 2006, and expires on May 4, 2007.

A number of Al-Qaida operatives and other extremists are believed to be operating in and around East Africa. As a result of the conflict in Somalia, some of these individuals may seek to relocate elsewhere in the region. Americans considering travel to the region and those already there should review their plans carefully, remain vigilant with regard to their personal security, and exercise caution. Terrorist actions may include suicide operations, bombings, kidnappings or targeting maritime vessels. Terrorists do not distinguish between official and civilian targets. Increased security at official U.S. facilities has led terrorists to seek softer targets such as hotels, beach resorts, prominent public places, and landmarks. In particular, terrorists may target civil aviation and seaports. Americans in remote areas or border regions where military or police authority is limited or non-existent could also become targets.

Americans considering seaborne travel near the Horn of Africa or in the southern Red Sea should exercise extreme caution, as there have been several incidents of armed attacks, robberies, and kidnappings for ransom at sea by pirates during the past several years. In early 2006, a number of merchant vessels were hijacked in Somali territorial waters, while others were hijacked as far as 200 nautical miles off the coast of Somalia in international waters.

The U.S. Government maritime authorities advise mariners to avoid the port of Mogadishu, and to remain at least 200 nautical miles off the coast of Somalia. In addition, when transiting around the Horn of Africa or in the Red Sea near Yemen, it is strongly recommended that vessels travel in convoys, and maintain good communications contact at all times.

Americans living or traveling in East Africa are encouraged to register with the nearest U.S. Embassy or consulate through the State Department’s travel registration website, https://travelregistration.state.gov. Americans without internet access may register directly with the nearest U.S. Embassy or Consulate. By registering, American citizens make it easier for the Embassy or Consulate to contact them in case of emergency.

U.S. citizens planning to travel to East Africa should consult the Department of State's country-specific Public Announcements, Travel Warnings, Consular Information Sheets, the Worldwide Caution Public Announcement and other information, available at http://travel.state.gov. Up-to-date information on security conditions can also be obtained by calling 1-888-407-4747 in the U.S. and Canada, or for callers outside the U.S. and Canada, a regular toll line at 1-202-501-4444.

Islamic Jihad claims rockets

British Christian group takes legal action

EXETER, UK (ANS) -- A British Christian Union group banned from student facilities is taking legal action under the Human Rights Act.

BBC News in a report said, “Exeter University Evangelical Christian Union were suspended from the student guild and had a bank account frozen.
“The guild decided on the measures because the group asked members to sign a statement of religious belief.

“Similar groups have been accused of discrimination against non-Christians and gay people. The Union is seeking a judicial review at the High Court.

“The case could have implications for religious groups across the UK.”

The Archbishop of Canterbury has said moves against the Christian Unions are wrong.

Dr Rowan Williams said the refusal by some student unions to recognize evangelical Christian groups looked like a “fear of open argument.”

Dr Williams said that while the views of evangelicals on the issue of homosexual sex may be “embarrassing” to liberal Christians, traditional values should not be compared to holocaust denial or racial bigotry.

The BBC said that as well as Exeter, the Christian Union at the University of Birmingham faced a similar suspension of a bank account and exclusion from free use of student union premises.

The student guild at Exeter University says that the Christian Union's equal opportunities policies are being “audited.”

The Christian Union says its meetings are open to all, but members are asked to sign a statement of belief in Jesus as their God and savior and officials to sign a more comprehensive statement of belief.

Last resort

A statement on the Exeter University Students Guild website said: “The premise of the situation is that students felt that as students fund our societies and as our Equal Opportunities Policy states, all activities should be open to all students.

“The Evangelical Christian Union is the only society identified that has barriers to entry - both for membership of the society and to be on the committee of the society.

“This is certainly not a debate regarding the beliefs of the society; it is one of equal opportunities.”
Ben Martin, a member of the Christian Union committee in Exeter was quoted by the BBC as saying: “Legal action was the very last thing we wanted to take.

“We are all students trying to concentrate on our studies, but the action by the Guild, in blatant infringement of our rights, and their reluctance to reinstate us, has left us with no alternative.”

The BBC story concluded by saying, “Similar action is said to have been considered against Christian Unions at Edinburgh's Heriot-Watt University and some London medical schools.

“University students have voted to change the name of a Christian Union after claims it was misleading.

“The Students' Guild of the University of Exeter said some students complained that the name did not reflect the society's evangelical views.”

And to think that Britain was once known as a Christian country!

Three Entities Targeted by Treasury for Supporting Syria’s WMD Proliferation

The U.S. Department of the Treasury today designated three Syrian entities, the Higher Institute of Applied Science and Technology (HIAST), the Electronics Institute, and the National Standards and Calibration Laboratory (NSCL), pursuant to Executive Order 13382, an authority aimed at freezing the assets of proliferators of weapons of mass destruction (WMD) and their supporters.

"Syria is using official government organizations to develop nonconventional weapons and the missiles to deliver them," said Stuart Levey, Treasury's Under Secretary for Terrorism and Financial Intelligence (TFI). "We will continue to take action to prevent such state-sponsored WMD proliferators from using the international financial system."

All three entities meet the criteria for designation under E.O. 13382 because they are subordinates of the Scientific Studies and Research Center (SSRC), which was designated by President George W. Bush in the Annex to E.O. 13382 issued on June 29, 2005. SSRC is the Syrian government agency responsible for developing and producing non-conventional weapons and the missiles to deliver them. SSRC also has an overtly promoted civilian research function; however, its activities focus substantively on the development of biological and chemical weapons.

Syria's Electronics Institute is responsible for missile-related research and development, and HIAST is a Syrian educational institution which provides training to SSRC engineers. The U.S. Commerce Department's Bureau of Industry and Security in March 2005 added SSRC, HIAST, and NSCL to the Entity List, a public list of entities whose activities pose a risk of diverting exported and reexported items into programs related to weapons of mass destruction, among other sensitive activities. The Entities List also includes entities for which U.S. foreign policy goals are served by imposing additional license requirements on exports and reexports to those entities.

Additionally, Japan has identified the SSRC, HIAST, and NSCL as entities of proliferation concern. NSCL has also been identified by South Korea as an entity of proliferation concern.

Designations under E.O. 13382 prohibit all transactions between the designees and any U.S. person and freeze any assets of the designees that are in the United States or in the possession or control of U.S. persons.

Background on E.O. 13382
Today's action builds on President Bush's issuance of E.O. 13382 on June 29, 2005. Recognizing the need for additional tools to combat the proliferation of WMD, the President signed the E.O. authorizing the imposition of strong financial sanctions against not only WMD proliferators, but also entities and individuals providing support or services to them.

In the Annex to E.O. 13382, the President identified eight entities operating in North Korea, Iran, and Syria for their support of WMD proliferation. E.O. 13382 authorizes the Secretary of the Treasury, in consultation with the Secretary of State, the Attorney General, and other relevant agencies, to designate additional entities and individuals providing support or services to the entities identified in the Annex to the Order.

In addition to the entities identified in the annex of E.O. 13382, the Treasury Department has designated twenty-one entities and one individual as proliferators of WMD, specifically:

Eight North Korean entities on October 21, 2005;
Two Iranian entities on January 4, 2006;
One Swiss individual and one Swiss entity tied to North Korean proliferation activity on March 30, 2006;
Four Chinese entities and one U.S. entity tied to Iranian proliferation activity on June 8, 2006;
Two Iranian entities on July 18, 2006; and
Three Syrian entities on January 4, 2007.
The designation announced today is part of the ongoing interagency effort by the United States Government to combat WMD trafficking by blocking the property of entities and individuals that engage in proliferation activities and their support networks.

Government Revises Grants To Urban Areas Seeking More Equitable Funding To Protect Sensitive Sites

(CBS/AP) Four U.S. cities will get a fresh infusion of federal anti-terror grant money, and four others will be cut off from such grants, under a new government list of urban areas considered at serious risk of attacks.

The Department of Homeland Security expects to provide $1.7 billion in state and local grants in 2007 to help fund counter-terrorism programs and protect critical infrastructure — that’s less than the amount allocated last year.

According to CBS News correspondent Bob Orr, DHS will funnel almost $900 million to states, with an additional $747 million to be earmarked for cities — with six large urban areas getting the lion's share.

The lists of 45 metropolitan areas eligible from DHS grants differs slightly from last year’s. Four cities not eligible last year were added and will receive grants for the first time: El Paso, Tex., and Tucson, Ariz. (due to their proximity to the Mexican border); Norfolk, Va. (close to sensitive military installations); and Providence, R.I.

Four cities, however, were dropped from the list: Toledo, Ohio; Baton Rouge, La.; Louisville, Ky.; and Omaha, Neb.

The agency spared several other cities that were warned in 2006 that they might be cut off. Those spared cities were Las Vegas, Nev.; Buffalo, N.Y.; Oklahoma City; Tampa, Fla.; San Diego, Calif.; Sacramento, Calif.; and Phoenix, Ariz.
