Not yet from what we know...only just now has it been confirmed he was handed over to Iraqis...the earlier report that he already was, was false (premature). But it won't be long now...

Not yet. He is in Iraqi custody according to the Iraqi MP, and the clock is now ticking. Rumor has it he swings at midnight local (4 pm Eastern, 3 Central, 2 Mountain, 1 Pacific, and if you're outside those time zones, Iraq is UTC+3).
