You miss the crucial step:
#16 Break the state-granted monopoly on K-12 teaching granted to the products of "Colleges of Education", and let anyone with a B.A., B.S., (or for art teachers B.F.A.) with a 3.0 or higher GPA from an accredited college or university teach the subject their degree is in, with leave to fire incompetents at any time within their first two years, or at year's end thereafter. (Tenure only makes sense in institutions where research or other scholarship is a significant part of the faculty's job description, where it really is a necessary guard of freedom of inquiry.)

Choice can only be used to kill babies but if you make the wrong choice and give birth then you have relinquished your "right to chose" to government and unions in the form of the public school system. We have not been a free society for years. More free than many other countries I would agree but not as free as the Founding Fathers envisioned.
