Tried? Something is going unsaid here.

What's going unsaid has something to do with the fact that this report isn't available for us to read. Most of the reporting reads like that above: "[He] later tried to get a trash collector to retrieve them". Too vague to be of any value, other than it will give some readers good vibes about how good ole Sandy did his darndest to patch things up.

Such tidbits are thrown out without filling in any of the blanks. If there was really ever a possibility of getting the docs back, Archives investigators have gone to the trash company themselves...they wouldn't have left it to the perp.
