According to the experts of the project, which began in 1992 involving the top global seismology institutes, half of Iran's territory is at "seismic risk" and the other half is at "elevated seismic risk".

I'll bet the Israelis know all about this.

Other than the Gaza Strip and Western Negev, Israel has basically the same seismic hazard as Iran. Dead Sea and Jordan Valley is a major, and extremely dangerous, fault.

A few options: Most of central Canada, all of Greenland except a strip along the Western Coast, Florida, all of Brazil except their western border and a small area on the northeast coast, the Sahara desert, most of Russia, Western Siberia, and Most of Kazakhstan, central Saudi Arabia, and a good part of Southeastern China, all seem to be free of seismic risk.

Actually almost all of Texas has basically no seismic hazard, too, along with a lot of the Upper Midwest.
