Sounds good but there has never been a Japanese Welfare State. So who knows what this is supposed to mean. Most likely is referring to what Japan calls a "sanctuary" economy, also called a convoy economy, in which over 60% of workers have birth to death job security and benefits.

It probably depends on how you define "welfare state." I believe Japan has a universal, government-run health care system and either a government-run pension system or private pensions operating under government mandates.
These two things cost a nation far more than any "welfare state" in the classical sense of the term.
