Did he not leave power voluntarily, setting up a democracy?

Unfortunately, for Chile, the choice wasn't between Reagan and Pinochet, it was between Allende (Castro) and Pinochet.

Would Chile have been better off under Castro? 17 years without democracy or 33 years and counting?
