My mom's chihuahua used to do this, too.
The leash laws are to cut down on dogs running free, getting hit by cars, yes, jumping on people and other dogs, and a whole lot of other reasons. It's a good law in an inperfect world, however, as dogs need to be able to run free for exercise, and many dog owners lobby for this right.
In your situation, you may actually think about getting a "working dog: please don't touch" coat, as that will stop most people from just running up and petting.
But as time goes on, I sure hope your new doggie friend becomes acclimated to people very soon. Best thing, actually, is to create opportunities for her to have as much human contact as possible.
We could propose a leash law on them!

As the parent of two labs, I can tell you it is all about the breed. They are all goofballs, and they all like to carry things in their mouths. Carrying your leash just comes naturally to them.

Of course, I've always wondered if just letting the dog drag the lead counts.
I always have a dog leashed, but I wouldn't mind having her drag it some. That way I would still have a potentially better way of stopping her if necessary than just trying to tackle her.
Do any of these laws specify that someone must HOLD the lead?
How about a dog that is trained to voice commands?

I absolutely agree with you. 1 NEVER knows what is going to happen, no matter how well-mannered, and it's better to be safe for EVERYone's sake.
