He has said on several occasions that it is the President that makes the ultimate decisions

I am thinking that he wants to be able to say "don't blame me when this goes all wrong."

I don't know what to think about this guy .. but so far he's not ready for prime time

I loved Lieberman's question...and I liked Gates' answer to it...but, he is dreaming about a bipartisan cooperation on this.
