Yes, he did, but it wasn't intended to be amnesty per-se. They had a whole series of qualifications they had to meet, not the least of which was not being on the public dole, and once they met all the rules there was still an 18 month waiting period.

As I recall, the bill he signed called for sanctions against employers who hired illegals -- this was to keep more from coming in.

We don't need amnesty, we just need to crack down on employers to take place and attrition will take care of at least some of the problem.
