The Carter Administration and the Clinton administration were so screwed up and ineffective that their only salvation is to hang around blaming all the fallout from their incompetence and stupidity on the administrations that succeeded them.
The excellent records of the Reagan and Bush one, speaks for themselves and those Presidents had too much class and respect for the office of the President of the USA to besmirch those who followed them.
