I would venture to say that in many black families, the kid does not sit down to do his homework, and no dad comes home. Reform this, and you will see the IQs rise.
Regardless of any inherent IQ differences that may exist, the majority of the intellectual problems in the black community are caused by the culture.

'Brilliant,' perhaps, but only slightly more concise than the original literature of The Bell Curve. The Bell Curve is time tested and peer reviewed and has survived more than a decade of debate and controversy. It is still un-refuted.

I think you need to expand on your understanding of the statistical artifact argument because it seems specious on the face of it.
For a historical and statistical perspective of racial differences in cognitive ability, look up John Hunter and Frank Schmidt. They are organizational psychologists who have analyzed literally thousands of cognitive ability studies. Also, The Bell Curve (although tedious and somehwat polemic) documents a long history of racial differences in cognitive ability.
Statistical evidence suggests that genetics plays an increasingly important role in cognitive ability, but environment and culture are also important. However, we do not know which genes primarily influence IQ nor are we clear about the genetic differences between African Americans and other groups. According the the Human Genome project, there is a lot of genmetic overlap between blacks and whites in America.
If it is - and the average 15 point IQ difference between blacks and whites is heritable - then no amount of effort or doable environmental intervention will change it. Such a gap will place blacks permanently at the bottom of any competitive , multi-racial society.
Obviously, Flynn doesn't believe it and refers to the same comparison between Irish and Blacks first used by Thomas Sowell in "Ethnic America". Interestingly, Sowell refered to Flynn's IQ creep in his criticism of Herrstein's and Murray's book.
However, many people suspect that doing a lot of studying and thinking during childhood can't hurt. Even if your genes are average, you'll seem smart to those who spent their time watching TV and playing games.

Flynn is clearly making it up. In over half of Black homes Dad does not come home. No kid will sit down and do his homework if not coerced.

In Nicolas Wade's book, Before the Dawn, there are hypothesis that would explain the gap... except they are so politically uncorrect that nobody speaks about them, namely that there is probably a genetic basis in intelligence difference between the races, coming from the history of humans'exit from Africa...
