Zarf generally knows what he's talking about. I think he was joking. It's easy to not see sarcasm and jokes because of course we can't hear any tone of voice on this site at this time.
I'm sure Chavez will "win" this election because there were strong indications that the voting machine software was rigged to favor Chavez in the last election. Venezuela is essentially a dictatorship now.
