but what about blind people who have no sense of touch?

Simple. Each bill comes with a wafer-thin audio chip that announces what kind of denomination it is ("I'm a 20...I'm a 5...I'm a 10-spot."). As the legal requirements get more ridiculous, so will the solutions.
