Most normal people realize that if you try to run a cop over with your car you are begging to be shot.

True, but what would you do if a group of men you did not know to be police followed you out to your car and then stood in front of it? If you were concerned for your personal safety and also had been drinking all night, perhaps threatening to mow down the person blocking your way would seem like a good choice.

From the report it was not a "group of men" standing in front of the car ... it was one man. Sometimes you don't have to read between the lines to get the facts straight.
