Alot of people had hopes that the Russian government would make a change for the better

Veru probable cause. All murders happened during Putin visits to Europe. Why they didn't happen during his visits to Asia for example? Just think for a moment:).

Playing devil's advocate here. What is wrong with Putin's record in Chechnya? Was Politkovskaya sympathetic to the separatists? Is there an Islamic element at play here?
