I know nothing about Indiana's voting laws, but there are at least a few states where vote totals in the most recent elections determine matters such positions on future ballots or other matters that can make future runs more difficult or expensive.
Might just be pointing out the total absurdity of needing only to post $130 to force a recount regardless of the margin of loss/victory, fully expecting a counterpetition to prevail. That would cost the taxpayers nothing and him only a pittance to make his point. 'Course it's also quite possible he's just plain mean.
