Both could, and likely, are true.
I lived in Los Angeles 1995-2005. In the summber of the London
bus/train bombings, even Steve Lopez (liberal columnist with the LA Times)
learned how much of this hoaxing/probing goes on around LA by suspicious
acting guys who leave boxes on buses and trains/subways in LA.
It appears they are constantly testing defenses/detection and hoping
for a two-fer to cry "discrimination" if detained.

Yes. Despite all their protestations of non-violence.
They took most of 3-4 days to craft their "denunciation" of the Beslan massacre.
(It was a joy to hear Laura Ingraham rip CAIR's spokes-hole a new one
over that)

Yeah. But when their spokes-people meet with REAL questioning by
a reporter/commentator, after a few questions it's revealed that what
ever violence Muslims do..."It's really been provoked by Jews and Americans"
(my paraphrase of their apologia).
Here's a nice profile on this group. Two of their head officers have
(surely accidentally) admitted that their aim is to see Shari'a be
the law of the land in the USA.
One of them was Ibrahim Hooper, a Muslim convert from St. Louis.
I heard him make this statement of The Michael Medved Show a couple of years ago.
