You don't know wth you're talking about. I've eaten out in that area myself with my in-laws, albeit not recently, and it's a nice neighborhood. Bs.As. is a great city to visit.

Nice neighborhood, but full of thousands of shoppers at all times, and therefore it has about a hundred pickpockets on duty at any given time.
In America, one usually thinks nothing of putting your purse down on the counter right next to you while you sign a credit slip, etc.
In BA, you might as well leave it on the streetcorner as take it off your shoulder.
My guess: she was buying something souvenirish from a colorful street vendor, put her purse down for a second and a stylishly dressed woman apparently browsing nearby quietly slipped it under her arm and nonchalantly walked off.
Could have happened at the restroom or if she put her purse on the floor next to her chair.
Such a common thing.
