I expect that as soon as they have a viable weapon that they feel is dependable enough for their horrific purposes, they will put in place some operational plan they have already made.
Unfortunatley, I am afraid that such a horrific attack's result will be the American people finally getting their dander really up and demanding that we go all out to eliminate this threat and the nations/communities/etc. that have spawned it.

Sorry Jeff. You are assuming that the sheep will somehow transform themselves into sheepdogs. I don't think so. The sheep will simply sit still, shaking in terror and they will bleat....Worse, they will do everything in their power to stop the rest of us sheepdogs from responding in the proper manner.
