Frankly, I find Jeb Bush to be the most likable of all the Bushes. But I agree with your assessment and was thinking the same.

If Jeb had won his race for Governor in 1994, he would have been the one who ran for President in 2000.

If I remember correctly, it was long thought to be that Jeb Bush were going to become a future President.
