The bullet, of Swiss origin, was still in its brass casing, complete with enough gunpowder for it to fire itself. I always buy ammo with gunpowder, myself. The ammo without just plain sucks.
What's so alarming is the way this article is written. Wide spread panic over a .22 caliber round. With the writer, it was a big of a deal as finding hot plutonium. This is what happens when only the brain washed write the News. But with the unfortunate loss freedom to own fire arms is loss of perspective about them. I used to find loose ammo all the time as a kid, in fact we all did. Did any one get hurt? No.
If Nancy Pilosi gets her way we will be reading stories like this happening in the USA.

actually, not quite. It is as if it were shot from 1/8" long barrel - the bullet would not be able to pick up much speed. Since there would be no heavy firearm, the brass case would end up flying back faster.
