I've seen the results of community colleges in the San Diego area. They become super high schools and play centers for those who make attending school an endless form of entertainment. It isn't impossible for a serious student to leverage a community college to get the lower division stuff completed before moving to a 4 year college to finish the upper division courses in a selected major, but you'll find a much larger group of "perpetual students" amusing themselves at community colleges. The radical hispanics control most of the non-academic budget on community college campuses like Southwestern College in Chula Vista. I know that from experience as both a student and a teacher (1980-1983) at that campus.
