The bills that will be sent to him will be couched in "nuance" and obfuscation. They won't be blatant "cut off all funds" and they will redefine victory as a withdrawal with Maliki or equivalent in charge even though he and Southern Iraq will be ruled by Al Sadr. Bush will not veto such bills. Protect yourself and make what progress you can, but the US is going to leave - soon.
