Please be patient with me here because I am going to ask a couple of questions that may be obvious to the majority of you. But not to me.
Is not the passage of a Bill by Congress and the signing of the Bill by the President considered the Law of This Land? If not, then who actually makes Laws?
If it is indeed a Law, then who is responsible for enforcing the New Law? Is it enforceable at all? If the New Law would require funding by the Federal Gov. and that funding is not provided is the New Law then NOT a Law?
Could a citizen, a district, a town, a State, a corporation or a group fund the enforcement of the Law if the Federal Gov. can not or will not?
Can anyone be sued, fined or otherwise prosecuted for funding and implementing the Law?

Ok, I forgot the most important question. Is the Border Fence Bill a Law? If not what is it? Excuse me for being naive on this subject.
