A troubling video that surfaced on the Internet showing a Los Angeles police officer repeatedly punching a suspect in the face has prompted the FBI to open an inquiry and sparked questions about authorities' handling of the three-month-old case.

Is this another Rodney King video where we don't get to see the whole story, or is this legit?
Troubling indeed -- but, we're not seeing the whole story no doubt. I'm withholding judgment until more facts are in.

Why didn't the individual follow the orders of the officers to submit? He can't claim he didn't understand, because he spoke fluent English when he said "I can't breathe".
The officer should not have punched him in the face, and should be reprimanded. However, if they had sprayed mace or pepper, the perp would have gone nuts. If they had used a stun gun, the guy REALLY may have been injured worse, especially since he was saying "I can't breathe".
Los Angeles will always have these problems, due to the nature of the population makeup of that city.
LESSON: When two cops have you held down and trying to handcuff you, submit. You won't get hurt.
You may be right. But I'm a little bothered by... "These are what are called `distraction strikes' and officers are trained in how to deliver them."
In other words, if you piss the officer off or look at him the wrong way, you may receive a "distraction strike". But if you feel the police and government should have unlimited power, I'm sure that's just fine with you. After all, thy're just following orders..?

Well, there you go. They should have just shot him with a stun gun and dropped him on the spot.
According to a brief news spot on TV the attorney has only released a 17 second clip of the video to the public.
17 seconds cannot be the entire story being told here.

Yes, the biggest piece of evidence is that the camera and sound were set up perfectly, just as in the Rodney King case. There is always more to the picture than what we are shown. The cop shouln't have pounded the guy's face, but the guy should have submitted. He got what he asked for -- maybe not what he deserved, but certainly what he asked for.

It makes the perp want to stop his aggressive behavior and go into defensive mode so you can get a hold of his wrist, which is a pivotal aspect of cuffing him. It's not about hurting him, more like surprising him.

No, it's more like, if an officer of the law suspects you of criminal activity, tries to determine whether you are involved in criminal activity and during that time period you make him feel threatened, you're going to get hurt.
If I were a cop and someone were reaching for my gun, I would have been punching for the windpipe, not the face.

Farrell said he yelled for the men to raise their hands and turn around, but that Cardenas ran and threw a black object that "sounded heavy" when it landed.

Isn't this what you want the coppers to do? Arrest gangsters?
It would be fun to see Bratton get nailed on a federal charge of covering this up and see him in the general population with MS13 and some of the other illegal aliens he loves to protect.
Some of our libertarian friends want all the coppers gone so the gangsters won't get any black eyes.
This is the first I have seen of the video. This was not a case where the suspect was handcuffed and was incapable of resisting. This guy was clearly not cooperating and was actively using his hands to oppose the officer. The officer gave him lawful commands and the suspect kept resisting.
The perp got what any perp gets when resisting arrest...and what all future perps can look forward to.
Count on it. Notwithstanding vidcams and cry baby liberals who see Gestapos instead of honorable law enforcement officers. The "Line" they may have crossed in some idiots mind is the same one they lay their lives on 24-hours every day,in uniform, or out.
People who fixate on the so-called injustice meted out to criminals need psychiatric help...and probably jail time themselves. What else would you prescribe for morons who "obcsees" on defending scum?

In 28 years of police work, I have been in the type of "resisting suspect on the ground" arrests so many times that I can't remember them all. I saw nothing on that tape that would not have been legally justifiable under Illinois use of force guidlines.
I will summarize the "use of force continuum" taught at the Chicago Police Academy.
1. Lowest level of force. Verbal command.
2. Non complying suspect not actively resisting: (not responding to directions, just sitting down, etc.): Pain Compliance techniques, hair pull, ear twist, pressure point hold.
3. Active resister; (Tensing muscles, pulling and running away,) pepper spray or stunning strike with hands
4. Unarmed fighting back against officer: Pepper spray, impact weapon ASP, baton, flashlight
5. Resisting suspect using force likely to cause death or serious bodily harm to officer or others: firearm or other means likely to cause death or serious bodily harm to offender.
You have no idea of the force required to subdue a cranked up amped up weight lifting PCP using ex con just out of the joint without smacking the snot out of him to make it easier to cuff him. I am an ex Golden Gloves and Army AAU boxer, I worked out with weights 4 times a week, could bench 400 lbs, squat 550, dead lift 575 and it was NEVER easy for me.
