The white house needs to go ahead with the wall on the border but then also state that it is the US intention to collapse the cost of water desalination and transport by a factor of 10 in the next 10 years and thereby make it economically feasable to turn the deserts of the world green and double the size of the habitable planet.

While this program would increase the habitable size of the USA by 1/3 -- it would triple the habitable size of the Mexico.

The president of the federal reserve bank of Mexico has already talked out loud about the wisdom of sending Mexico's best entrepreneurs north. An Announced American Determination to collapse the cost of water desalination would make it obvious to Mexicans that they needed to hold on to their own.

There would be benefit, I think to US policy in the Middle East if the US President and the Israeli president made a joint announcement of their intention to collapse the cost of water desalination.
