As a member of James Baker's "Iraq study group", it's reasonable to assume the Baker view will prevail. Whether that will be a dismembering of Iraq, or a simple withdrawl, I don't know. Personally I would have felt better if Baker had left his law firm, with offices in Bahrain and Riyadh, before undertaking policymaking on behalf of the government, but so be it.
This is done exactly as it needed to be. The investigations would have subpoenaed Rumsfeld and Bush would have had to invoke Exec. Priv. to prevent his testimony. This way, no such ongoing lightning rod will exist. Rumsfeld can testify all day long and the matter will be put to bed in a week or two.
And after that, nothing will change policy-wise, and come 2008 Hillary will still have to deal with the left wing, who generally hates her right now, because nothing will have changed.
This was a good maneuver. And the right time. No point in resigning yesterday because control of Congress might not have been lost and the subpoena power might not have existed.
And an Eagle Scout at that! ACLU - deal with that.

Considering that a HUGE part of military is logistics, it might not have been a bad call. Plus I like regular successful businessmen being in government since they're used to having to watch their resources carefully and optimize them for greatest effectiveness.
