An interesting aside:
The premise of the show "Jericho", is they are in a post-nuclear devastated America - BUT it turns out two dozen American cities weren't incinerated by incomming ICBMs, but from warheads trucked in (probably) from across the border, parked in city centers, and detonated on cue.
Could it happen? Naaah, the Congress and CIA are Waaay too smart to let that happen.

Two dozen? That is insignificant compared to the real threat, which is 10,000 real thermonuclear bombs and warheads sitting over there in Russia in their bombers and on their ICBMs and SLBMs. It is real hard to be impressed with this terror threat of 7 or two dozen backpack nukes when we have been living with 10,000 real nukes for 1/2 century.
