Two statements contradict themselves. One said the President is the only one who saw it. Another said that when the congressman called to complain about it, they already knew about it. Which is it?

Read the article - there is no conflicting information:

"Reichert campaign officials confirm that Bush told Reichert about the gesture and that the congressman later called Issaquah's superintendent to let her know about the incident. "

There is nothing contradictory about the statements. From the article:

Reichert campaign officials confirm that Bush told Reichert about the gesture and that the congressman later called Issaquah's superintendent to let her know about the incident.
